We are excited to share Policy Brief No. 1 from the RECODE-MLG project — “Key Lessons on MLG Co-Creation”. The policy paper offers evidence-based insights and actionable recommendations for strengthening co-creation within multilevel governance (MLG) systems across Europe.
In a world where governance is shared across the EU, national, regional, and local levels, traditional top-down policy processes are no longer sufficient to address complex challenges like the twin transition (digital and environmental). Co-creation — a participatory approach where public authorities work together with citizens, civil society, businesses and research actors becomes crucial for more inclusive, effective, and democratic policymaking.
