Project Management
The overarching objective of this WP is to provide top level and day-to-day scientific, financial and administrative management of the project to ensure the aims of the project are met efficiently, on time and with the budgeted resources.
This involves the ensuring of quality control, data-management, sustainability and gender balance. WP1 also involves the liaison with European Commission and external actors.
This WP is managed by a project management team constituted within the coordinating partner UIA. All partners contribute to the successful execution of the project by respecting the defined cooperation principles, timelines, roles and responsibilities, and ensure strong commitment to achieve the project goals

Conceptual Developments
The overarching objective of this WP is to develop the theoretical framework for the project and produce a state-of-the-art conceptual model that integrates MLG and co-creation. This involves developing a model of the policy process (agendasetting, decision-making, implementation) in EU MLG that takes into consideration the implications of the co-creation literature and developing theoretical expectations that guide the empirical analysis in the following WPs. Substantively, WP2 will focus on how co-creation can bring democratic legitimacy and efficiency to the multilevel policy process. The WP will trace potential practical implications regarding the twin transition in the EU and issues of fairness and inclusion (e.g., gender equality as well as cultural and territorial minorities) in MLG.
UNIL will take the lead in the WP and will coordinate its efforts with all partners, especially GRO. We will carry out a systematic literature review that combines insights from MLG and co- creation

City Networks for Twin Transition
The overall objective of this WP is to assess the role, potential, and limits of horizontal networks of cities as sites for the co-creation of policies for the twin transition within the context of MLG. The WP will generate primary information on networks via a mixed-method approach, which combines an original dataset of (fully or partly) EU-based transnational networks working on the twin transition with an in-depth comparison of two of these: Eurocities and Leading Cities. The main goals of the WP are to 1) conceptualise the place and role of city networks within MLG, particularly in Europe; 2) map the landscape of networks working on the twin transition; 3) understand the factors behind different modes and outcomes of network-centred co-creation in twin transition policies; 4) provide recommendations on how to best involve the cities and other local actors in governing the twin transition
GRO will lead the work, assisted by UNIL in tasks of mapping and comparative and causal analysis, and in generating the dataset and empirical paper

Rural and (Peri-)Urban environments for Twin Transition
This WP pursues three goals. First, it will assess regions that are characterised by the close proximity of rural, peri-urban and urban areas in relation to twin transition. Second, it will identify and examine formats for co-creation aiming at facilitating the twin transition in these different areas. Third, it will derive conclusions from two cases studies for learning about the potential for co-creation of twin transition within EU´s MLG system more broadly. The focus on the rural and urban cleavages is a response to the launch of the EU Rural Pact and acknowledges that opportunity structures for transition are likely to differ across different socio-cultural and socio-economic contexts and to have uneven implications and participation opportunities for different social groups, and intersecting identities including age groups and gender. The WP involves the in depth study of two selected regions, both representative of the different socio-cultural and socioeconomic contexts, which allows for the study of how transformation processes play out in rural, peri-urban and urban contexts: The Rhein-Neckar region in Germany and the Agder region in Norway. The WP is guided by the overarching hypotheses that MLG arrangements for twin transition and the potential and challenges of co-creation of policy on twin transition vary across urban and rural areas, which will inform our understanding of effective design of MLG.
UHEI will undertake the tasks in close collaboration with UIA and two non-academic partners. In the Rhein-Neckar region, the WP tasks will be carried out with the SME partner Metropolitan Region Rhine-Neckar (Metropolitan Region
Rhein-Neckar, MRN), which brings together public actors, such as cities, and private actors, such as corporations and trade associations. In the Agder region, the task will be carried out with the partner Agder County Municipality (Agder Fylkeskommune, AF). Both regions are characterised by close proximity of rural, peri-urban and urban areas

Cross-Border Regions for Twin Transition
The overall objective of this WP is to assess the design and implementation of cross-border project connected with the major EU initiative which has major implications for twin transition, the Trans-European Networks of Transportation (TEN-T). The WP involves the in-depth study of two selected cases: The Brenner Base region for the Scandinavia-Med corridor and the RegioTriRhena region for the Rhine-Alpine corridor; border regions characterized by different degrees of economic and social integration. By using mixed methods, the MLG arrangements around TEN-T will be explored, along with the extent to which citizens and stakeholders are included, thereby analysing existing instances of and potential for co-creation
UNITN will work with partner UNIL to undertake the tasks in this WP. Members of the civil society organisation and multidisciplinary collective Campomarzio (http://www.campomarzio.name/office-studio/) have already agreed to participate in interviews and focus groups.

Integrating Insights for Co-Creation
The overarching objective of this WP is to integrate the findings of WP2, 3, 4 and 5 and to synthesise and summarise some guidelines on MLG co-creation of twin transition. The WP involves the creation of a prototype co-creation manual in T.6.2 to be tested in WP7 in the co-creation labs. Particular attention will be paid to the implications of gender and intersecting identities on twin transition and co-creation, the gendered and intersectional experiences of MLG cocreation, and the possible tools that can mitigate inequalities and exclusions of women and other groups. Through the process of co-creation, the WP will refine the prototype into a MLG co-creation manual to be sent to stakeholders and practitioners, and separate a set of policy recommendations of MLG co-creation.
UIA, supported by the other members of the consortium, particularly the WP leaders of 2,3,4,5 and 7 will synthesise the results of the assessment and innovation work. GRO will assist with the generation of policy recommendations.

Experimentation with Co-Creation Labs
The overall objective of this WP is to experiment with co-creation labs based on the insights of the empirical WPs. Its main tasks involve putting MLG co-creation into practice. Drawing on the research from WP2, 3, 4, 5 and the Prototype MLG co-creation manual we will practice and experiment with co-creation, attending carefully to gender equality and inclusion of the most affected groups.
Supported by the rest of the consortium, LOU will organise, manage and analyse four co-creation labs, organized around two main dimensions in order to experiment with different MLG co-creation dynamics: one the one hand, online and
offline co-creation labs and on the other hand, situating the MLG in a single country or a cross-border region. The two co-creation labs sited in a cross-border region will have translators working to facilitate communication.

The tasks in this WP will ensure that the main findings of the project will be conveyed to policymakers and other stakeholders, citizens, as well as other researchers; that project achievements endure well beyond the end of the project.
